pysaml2 package has unnecessary dependency

Bug Description

MOS release: 9.2
Package: pysaml2-2.4.0-2.el7~mos4.src.rpm

pysaml2 is the only package on the Fuel master node which depends on gcc
[root@fuel ~]$ rpm -qR pysaml2 | grep "gcc"
gcc

And it seems it doesn't need gcc in fact - I don't see this dependency for the upstream pysaml2 package and for the python-pysaml2 deb package installed on Slave nodes

  * Remove gcc from runtime dependency LP#1672769
  * Remove python-pip from build dependency
  * Rename package according to Upstream

Verified on 9.2 mu1 updates.

Before mos-holdback priority was 1000 and doesn't exceed other repositories priority. With fix it has priority 1100 while other repos have priority 1050.

Last comment refers to another bug.

This fix was verified on 9.2 mu1 updates.
Before pysaml2 package has dependency on gcc, with fix it doesn't.

Verified on 10.1 #1543.
python-pysaml2 has no depencency on gcc package.
