We've agreed to have it as "Applications" for the top-level dashboard which will contain "Environments" and "Catalog".
The "Manage" part (Package management, Image marking and category management) to be placed in the "Admin" dashboard.

A patch in progress is pushed to upstream at https://review.openstack.org/#/c/311805/

Renamed murano dashboard panel

Changed the default dashboard name and configuration - the default
dashboard name is now 'Applications'.
The "Application Catalog" panel group was renamed to just "Catalog",
while its inner panel (previously called 'Applications') is now called
'Browse`.

UI tests altered to reflect the changes.
Closes-Bug: #1576362
