Bug Description
ENVIRONMENT: MOS 8.0 ISO 429
STEPS TO REPRODUCE:
1. Create env with sahara
2. Deploy env with sahara
3. Create Vanilla cluster with 300 workers
EXPECTED RESULT:
Cluster created
ACTUAL RESULT:
sahara-engine use all RAM and sahara-engine killing
This problem detected when cluster has "Waiting" state
