We have found the following error during create_and_update_subnets rally scenario:

Can you give a link to a rally test code?

There is a neutron config option "max_fixed_ips_per_port = 5". So when creating more then 5 dhcp enabled subnets in one neutron network we're exceeding this limit for dhcp port. Can you please check if this is the case, does the scenario create > 5 dhcp enabled subnets?

https://review.openstack.org/#/c/160214/ is currently on review in upstream to fix the problem.

Not reproduced after setting max_fixed_ips_per_port = 20 in neutron.conf.

Also opened this bug in 8.0, decreased priority to Medium since it could be simply improved by increasing appropriate parameter in config
