Access and Security tab slowness

Access and Security tab became very unresponsive and may time out on environments with more that 3k VMs.
Deep analisys shown that it because of Floating IPs tab even if there is no floating IPs assigned :).
It looks like code on this tab is suboptimal and trying to get informaton about all VMs/ports to use thoose further for assignment/associacion procedure. Anyway with more that 3k VMs "Access and Security" page becae very slow and horizon starts to throw timeouts very often.
I've checked that behavior on Havana and it looks like code didn't changed a lot since then so filing it for master.

Lowering to Medium because it's occurs only on specific configurations and does not completely prevent the User from doing his job.

Moving to 8.0, because there is a good possibility that this issue is going to be solved by SearchLight which should be ready during Liberty-3. We'll try SearchLight for ourselves in 1-2 weeks.
