Fuel 9.0 Controller deployment fails

Bug Description

I have been following the Mirantis website instructions for installing Open Stack in a lab environment.

Lab Configuration -

Host -
Intel Core i5
16 GB RAM
500 GB Hard drive
Windows 2008 Enterprise SP1

Virtualization tool - Oracle Virtual Box

Fuel 9.0
Mitaka 9.0

All nodes including master are able to ping google.com.

Network Verification reports no issue.

I am able to successfully Provision the slave nodes, later when I proceed with the deployment, the controller node fails.

Everytime I initiate deployment of Controller node, it goes beyond 50% and then fails with different errors each time
Error would be either mentioning IRONIC or KeyStone etc.

Have also tried with following scenario being fresh install for each -
1. Without Local rep
2. With Local rep using - fuel - createmirror
3. With local rep created using - fuel-mirror

Just to add, everytime the Provisioning has been successful for all the nodes.

Need help on fixing this.
