Bug Description
Detailed bug description:
When rebuild an volume-backed instance using normal images from glance,
nothing will be changed for the instance after rebuild except the image name
will be added to the instance, the instance is actually again built using the same volume.
Steps to reproduce:
1. Create bootable volume
2. Boot instance from volume
3. Try to rebuild instance
Expected results:
instance should be rebuilt
Actual result:
The image is the same as original
Description of the environment:
- Operation system: Ubuntu
- Versions of components: MOS9.0

Unfortunately, this is more like a feature request than a bug, as the behavior of rebuild is undefined for volume-backed instances: in current master of Nova this will cause a re-attach of a volume, but it's not going to be rebuilt from a new image.
We'll take this into consideration and try to propose a BP to upstream.
