Bug Description

In recent Chrome browsers (>50), the Openstack noVNC console is extremely slow and barely responds to input.

The issue can be fixed by upgrading the noVNC package to 0.6.1.

Steps to reproduce:
Launch a VM, OS does not matter. I tested using a Cirros image. Open the instance console and type anything.
Expected results:
Console works fast and without issue.
Actual result:
Console is very slow and barely responds to input.
Reproducibility:
Always.
Workaround:
Install noVNC package version 0.6.1.
Impact:
High, chrome is a popular browser. Current situation makes the console unusable unless you switch to another browser (e.g. Firefox).

Package all the includes of noVNC

A few dependencies were added in the newer releases of noVNC, make
sure we package them properly. Right now missing inflator.js leads
to 404 returned by novncproxy on an attempt to open a VNC console
in Horizon.
