9.0-pkg-install tests for hotfix branches have failed

Issue:
9.0-pkg-install-centos and 9.0-pkg-install-ubuntu tests for the branch 9.0/mitaka-hotfix-1 of openstack/oslo.messaging failed up with "ERROR: package version in the stable repo is newer" error [0].
Seems that built package version is wrong. It is 4.6.1-3~u14.04+mos8 but should be 4.6.1-3~u14.04+mos8.1 according to spec [1]
