[MU] glance-common package doesn't contains dependencies/files for using cinder store

Bug Description

One of the plugin dev. teams requested that the following bug [1] was added into maintenance updates portion.
This is required for 9.x series.

Irina, please provide more information about the issue so we could figure out proper resolution. Now it's not clear what is the actual issue.

Without that fix it is not possible to configure Glance to use cinder_store because of lack of required packages dependencies and configuration files in glance-common deb-package. ScaleIO plugin use cinder_store backend in Glance to store images on ScaleIO.
