Bug Description
Customer usually work with flavor's name. In case customer update flavor, horizon generate new UID for flavor. In case heat decide start up VM, it cause error in heat template.
How to reproduce
1. create OS environment
2. create new flavor "flavor1"
3. create heat template with flavor "flavor1"
4. edit the flavor "flavor1"
5. run heat template.
