Bug Description
fuel version - 9.0-mos-432
Steps:
1. Create and deploy next cluster - all default settings, 3 controllers, 2 compute, 1 cinder
2. Shut down one controller
3. Open Health Check tab and wait 20 minutes at max until HA suite passes
Expected - HA ostf suite works
Actual result - it fails unable to authorize in keystone
