UEFI shell should be disabled manually by administrator before enrolling node to Ironic

Bug Description
This impacts UX as it requires (a lot of) manual steps during Ironic deployment in case of would-be Ironic nodes are configured with UEFI by default.
Note, that this limitation comes mostly from Fuel-Agent (which is the basis of our default deployment driver in Ironic) itself as it does not support booting in UEFI mode.
Also note, that in general case it is not possible to disable UEFI boot via remote access (e.g. IPMI), thus there is no general automation we could provide during deployment.
Putting this as "Whishlist" priority for the reasons described above.
