[Heat][SSL] WaitConditions method doesn't work with SSL deployments

ENVIRONMENT: MOS 9.0 ISO 201

STEPS TO REPRODUCE:
1. Create env with SSL
2. Deploy env
3. Run OSTF tests for waitcondition

EXPECTED RESULT:
Test passed

ACTUAL RESULT:
Failed with "Time limit exceeded while waiting for stack status becoming "CREATE_COMPLETE" to finish. Please refer to OpenStack logs for more details."

INFO: On instance, curl cannot resolv 'public.fuel.local' and we have 'curl: (6) Could not resolve host: public.fuel.local'

WORKAROUND: change "DNS hostname for public TLS endpoints" to host address

Issue is not in Heat OSTF tests, so I returned bug to MOS Heat team.

We discussed current issue with Timur and looks like he knows the solution.
Unfortunately this issue is not possible to solve on only Heat level, we need to have some DNS server, which will resolve this name for us. Timur promised to investigate it and give feedback

For OSTF tests need add string 'wc_notify -k --insecure --data-binary ''{"status": "SUCCESS", "id": "5"}'' ' to wit_condition template.
