Images with visibility private are not shown in Horizon

Images with visibility private are not shown in tenant images with the same credentials as were created. But they are listed in admin images tab.

Steps to reproduce:

1) Fuel 9.0 env;
2) any setup;
3) create image with visibility private;

Expected result:

Created image is available via UI for the same tenant/user.

Actual result:

Image is not availalbe, it is listed on UI only from admin images tab and glance cli.

Not confirmed on Devstack master (Mitaka), need to reproduce on MOS 9.0.

Upstream bug similar to this one is https://bugs.launchpad.net/horizon/+bug/1529866 but as I said before, I couldn't reproduce it. It might be caused by the wrong python-glanceclient version. Comparing the version requirements in upstream Mitaka release and our distro may help to uncover the issue.

Steps:
- Login as admin / demo
- Go to Projects -> Images
- Create an image without flag "Public"

Result:
- Image is visible at Project -> Images page
