After ctrl reboot, no external connectivity from tenant vms

Bug Description
Environment:
Mirantis 7.0 - MOS 7 with update 2
Setup:
2x Controllers on VMWare as VMs
2x Compute - Physical Dell PE 1950 Gen III
2x Ceph - Physical Dell C2100
Deploying new environment with following specs:
VXLAN network segmentation
No L2POP
After every successful deployment to all nodes, I can login to horizon as admin and create new tenant.
Login as new tenant and create new network, subnet, router. Launch a VM and ping external IP (Like google.com) successfully.
Now, I decided to reboot my controller nodes, one at a time. After both controllers come back online, I can login to dashboard successfully.
PROBLEM: I console into the VM as a tenant, and can not longer PING outside (like google.com). I decided to start fresh by deleting everything in that tenant space (vms, router, network, subnet). Re-created network, subnet, router, and vm.
Tried to PING google.com - and failure.
I have successfully re-created this problem several times with exact same setup. Problem only occurs after controller nodes are rebooted.
@Navneet, thanks for filing this bug, but could you please provide diagnostic snapshot from the environment where issue was reproduced to continue further investigation of this bug?
