Bug Description
We have the no-thread-safe implementation of RabbitMQ heartbeat in the current version of MOS (5.1.x, 6.x) and looks like it is the reason why heartbeats don't work for Neutron in MOS 6.x.
We have the new implementation of Hearbeats for RabbitMQ in the upstream, we need to test them and verify that this implementation work correct for all OpenStack components.
We also want to verify that Neutron can work correctly even without heartbeats at all.
