Need to check how work Heat in HA mode after update 5.1 -> 5.1.1.
If it works, we will mark this bug as invalid, otherwise we need to fix manifests.

After upgrade 5.1 to 5.1.2 (using 49 build) Heat in HA works, so I marked this bug as Invalid. Later I will recheck it with release 5.1.2.build as part of acceptance testing
