Bug Description

Current and previous Puppet code includes everything to install cinder-backup package and configure this service.
Actually, this package never existed in Fuel Ubuntu repositories, but Puppet never throws error on this issue.
So, it is more than year we have this service under CentOS and never under Ubuntu, and nobody noticed.

The code to deploy cinder-backup (https://github.com/stackforge/fuel-library/blob/master/deployment/puppet/cinder/manifests/backup.pp) was pulled from upstream puppet-cinder into fuel-library in https://review.openstack.org/101166, but it was never used by Fuel, since Fuel still doesn't support cinder-backup.

It's similar to the story with neutron plugins: even if we ship the code for all plugins (and I think we should also ship cinder-backup code on Ubuntu), we don't support most of them in Fuel, so you're on your own if you want to deploy these features in a MOS environment.
