Bug Description
During spawning an instance with Cinder volume we see MessagingTimeout: Timeout waiting for reply for message with id <ID> and VM spawning is failing. Cinder receives call for volume create and passes in to cinder-volume. Cinder-volume handles message incorrectly and fails to create volume with exception.
