kernel packages not building kernel-firmware

In Fuel 5.1 kernel-2.6 don't have kernel-firmware packages

The previous version (commit bc0022f95f5015054a721406db84ad8ddc72798e) does not build firmware packages either.
I wonder what the origin of those kernel-firmware packages is.

Also according to https://bugs.launchpad.net/fuel/+bug/1323354 the firmware package should NOT be built from the in-kernel firmware.
