This would mean allowing multiple identities to have an association to a single service, e.g. for people with multiple roles in a single service.
Where this is the case, when a user authenticates to a particular service and the ID selector figures out that there are multiple options for this service, the user should be prompted with the list of potential identities (i.e. the set of identities that have an association with this service), and also I guess the option to use a different identity which would take them back to the standard ID selector mode (if they wish to add yet another identity->service mapping!).

I think we kind of already do this.
I believe you are fairly likely to get prompted if you have two
identities with service rules that both match.
There are some significant usability questions here:
1) How do you indicate you want to associate the second identity if
you're not using rules
2) How do you make this usable for services that generate a lot of
authentication requests.
