Immediately attempt to contact a peer when an incoming connection is received

If a disconnected dynamic trust routing peer makes an inbound connection to us, it would be a good idea to immediately attempt to make an outbound connection back. At present, that will not happen until the connection update timer expires. Depending on that configuration, this change could considerably reduce the delay before communication is reestablished to a newly reachable peer.
