Sensibly handle changes to update intervals in config

Trust router now supports runtime reconfiguration, triggered by changes to its configuration files. Need to behave reasonably when various update intervals are changed in the configuration file, probably by immediately restarting the timer that triggers the next update. Currently, changes do not take effect until the current interval expires (which could require restarting the trust router if a very long interval is accidentally configured.)
