Bug Description

In a multihop deployment, any trust router in the chain can emit an error.

It is not currently possible to discern which hop is causing the problem.

I think we should solve this in a similar manner to loop detection.
That is, we want an ordered set of trust routers in the response and a
(possibly ordered) set of trust routers in the request.

The response message now contains the path the request traversed before the error occurred. This happened a while back.
