mongodb charm status unknown (needs application workload status and version)

The mongodb charm needs to utilize the Juju application workload status and application version mechanisms for observability.

I am trying to land fix for lp:1748214, and I hope to have this sorted out today in tomorow, so this one should be done within next week.

Due to new version of mongodb in Bionic, I had to reopen lp:1748214 and I am working on a fix for it.

As soon as that is fixed I will shift my focus back on this one.
