Bug Description
For support notification plugin, translation for notification type name will be not supported by merging below change.

So note this, to develop translation in future.
There are some ways to support translation for notification types.
* client side of horizon
* python part of horizon
* monasca-api
I think we should discuss these ways in the beginning.
