no docs for Monasca heat resources

Bug Description
Last year some Monasca heat resources were added:
- OS::Monasca::Alarm
- OS::Monasca:
- OS::Monasca::AlarmI
- Custom constrain 'monasca.

Yet I don't see them anywhere in the documentation which makes them difficult to use.

They are automatically generated. The reason these are not, is that (for some reason) only the monasca resources have the following method defined:
