Bug Description
The below is reproduce procedure.
1. Open "Create Alarm Definition" of "Alarm Definitions" in Monitoring of Horizon.
2. Delete all Notifications. (There are no Notifications)
3. Click "+Add more"
In this way, the creating dialog of Alarm Definition is closed unintentionally.
If clicking the "+Add more" button, the notification setting field should be added even if there are no notifications.
