Libvirt check throws errors for every shutoff instance

Bug Description

The libvirt check raises an exception to be raised every time the check is run for each instance in a shutdown state. (Line 115 of /monasca_agent/collector/virt/libvirt/instapector.py) This is flooding our logs with errors.

Shutdown state is a normal, expected state, so this should probably not be logging at more than an INFO level.
