In monasca-vagrant env the Keystone http_status metrics stop being sent after a while

Bug Description

Creat a monasca-vagrant environment
On my system, the metrics for the Keystone API seem to stop being sent after a while.
The http status alarm for Keystone end-up in an undetermined state and looking at Grafana you can see that the metrics have stopped.
Re-starting the monasca-agent on the devstack system get the metrics going again, but after a while, they seem to stop again.

Note, this only happens for the Keystone API. The http status metrics/alarms work for everything else.
