Bug Description
$ mojo project-destroy minispec2
2021-06-16 19:30:28 [WARNING] Removing $JUJU_REPOSITORY from the environment.

2021-06-16 19:30:28 [ERROR] This sub-command, project-destroy, must be run as root
# OK let's run it as root.
$ sudo mojo project-destroy minispec2
This should not be run as root, exiting.
Possibly use --break-everything option if you are really sure!

(I can certainly use with --break-everything, but mojo shouldn't tell me to run as root and then tell me NOT to run as root).
