Bug Description
After some minimum timeout, check_and_wait should start explaining why it's still sitting around so that the operator can investigate, rather that rely on the operator to notice and start making guesses.
In one recent case, a charm was falsely reporting that it was in maintenance mode. I had to dig around myself to discover this, and as soon as I manually tweaked its status back to active, Mojo noticed and continued to the next step.

In addition it would be good for juju-check-wait to print what parts of model are not ready when it times out
