Bug Description

I'm using a containerless container for mojo and noticed that it continually runs the builddeps phase. From what I can tell of the code the packages are always installed or attempted to install. It might make more sense to actually check if any work is needed by the builddeps phase rather than running apt_update and install_packages all the time.

Actually, this looks like bug 1537111 to me. Marking as a duplicate of that one.

While that's true it still doesn't make sense to install the packages over and over again, regardless of whether or not it is a containerless or containerful system.
