Mojo should have a way to disable debug-logs output

Bug Description

While debug-logs is incredibly handy during CI runs, for automated rollouts it can make logging incredibly verbose and messy, especially when if an error occurs which blocks a rollout we have direct access to the environment to inspect logs ourselves.

A false by default flag for invoking mojo such as --disable-debug-logs would be ideal, as you would need to manually and explicitly set this when/where you need it.

This might not be quite what you're looking for, but there is a debug-logs-stages-to-exclude (which defaults to production) option. I do think having an option like what you're suggesting makes sense too though.
