Change the default ironic default interface to neutron when deploy devstack with mogan

Bug Description

Currently，the default network interface is not neutron with the local.conf setting provided by mogan [1]. In fact，we often use vlan network for bare metal node. so we should update the setting.

    Add multi-tenancy networking local.conf setting

    Add an example setting of local.conf that supports multi-tenancy
    network in devstack.
