Bug Description

Ironic suppport to preserve the ephemeral partition during rebuilding, we should also expose the ability to users.

    Add preserve_ephemeral support for rebuilding

    Currently we don't support preserving ephemeral partition when
    requesting to rebuild, we need to expose the ability to users.
