current "tox -egenconfig" cannot generate config sample including all options

Bug Description

Because wrong entrypoint of list_opts definition, current "tox -egenconfig" cannot generate a config sample file which include all the config options.

    Fix the config sample generation

    * add missed cache and auth_token oslo config entrypoints.
    * make placement and shellinabox config options can be recognized.
