console cannot work if we don't config cache options

Bug Description

For now, if we don't config the backend and config it enabled, the console functionality cannow work, we may should hard code the backend in code.

    Hard code the cache backend and enabled it

    It is meaningless that we support config the cache backend manually which
    only used in consoleauth.
