server status is stuck in *ing if power action failed

As we don't move server status to error when power action failed, the status will be stuck in *ing forever.

Pls introduce the details of powering action failed. Was the powering off action in ironic stuck or other exception？

@litao, you can reproduce this with soft powering off the server, as virt driver not support soft powering off, it will stuck in ing status forever.
