Applet launch splash screens are place holders

Bug Description

Summary:
When launching an applet, a splash screen appears. These screens appear to be place holders. If they are final screens they need to be redesigned. Black text on white background is harsh and does not fit with the other themes being designed by the mobile groups.

Steps to Reproduce:
1) Launch any applet

Expected result:
Splash screens are full color perhaps with a launch status bar and graphics based on the applet being launched

Actual result:
Plain black&white square edge static dialog appears with applet name. Dialogs look and feel unfinished. Gives bad impression of the completeness of the release.
