I am guessing that when the bug says "It should show "Settings" on the marquee..." that "It" is the hildon-control-panel process. In other words, the user touches the application titled "Settings" (which launches the hildon-control-panel), and after the control panel launches the marquee shows the text "Control Panel".

If this is what the bug is identifying, then recent changes in mobile-basic-flash (v0.26), have made this bug invalid.

As of version 0.26 of mobile-basic-flash (available in Beta2 or new installs from Moblin), the functionality of the hildon-control-panel has been moved into the launcher. Now there is a "Settings" item available in the marquee drop down menu when showing the desktop. If you select this "Settings" item then icons will be displayed for each of the control panel plugins, and if you touch the plug-in then the applet starts (just like it would with the hildon-control-panel.)
