change network configuration applet settings cause application launch issue

Some changes of network configuration settings will cause applications launch failed via HTML home screen.
Steps:
1. launch control panel and network configuration applet
2. change some default settings: for example, you can go into the Hosts tab and add a IP_address/Aliase or into General tab and change hostname
3. close applet and control panel

then you will find you cannot launch any application from HTML home screen by clicking app icons.

Note: sometimes you can launch application, this is because setting changes are not really finished (from end-user's view, you can move the mouse cursor on marquee and if the cursor shows "clock" but not "arrow", it means the control panel applet is still processing)

We couldn't reproduce this behavior on the very latest build as of Nov 27

The issue still exists on latest image, so reopen it.

For beta2 we have removed the network configuration applet since it was more powerful than your average user will ever need. Also it was apparantly more trouble than it was worth.

In QA 12/10 image, the issue is fixed.
