re-launch control panel applets (Background Properties) will cause control panel exist unexpectedly.

Symptoms:
The control panel exist unexpectedly if launch applets (background properties) twice.

steps:
1. launch control panel
2. launch applet background properties and close it by press "Finish" button
3. launch applet background properties again

The control panel and the applet will be closed unexpectedly.

reopened because I found it is still have symptoms.
I need clarify the reproduce steps here:
1. launc control panel
2. launc applet background properties
3. select a wallpaper (current have only one wallpaper)
4. press "Finish" button to close applet
5. launch background properties again
reproduce 1 or 2 rounds by the steps, the control panel will be crashed and closed unexpectedly

I tried this using the latest target image on a samsung using moblin-applets 0.20 and was able to successfully open, select, close over and over again more than 10 times without fail. I blieve I fixed this when I removed all the superflous background settings like "for all users or just this one" and "stretch, tiles, center, etc".
