1 or 0 rated cards shuffle too quickly to the top

Bug Description

I'm using version 1.2.1.

When I'm learning new cards, if I rate a card as 0 or 1, it frequently shows me that card either immediately next or very soon after (within 2 or 3 cards) and they'll keep repeating until I say I've memorized them (rate then 2+). And then it goes back to learning new cards.

I've used supermemo & this isn't how I remember it working, unmemorized cards were always shuffled to the bottom & shown to me at the end of the session, not the very next card where you're really not testing my long-term memory.

If I rate a card 0 or 1 in this session, it should shuffle to the bottom below all the yet-to-be memorized cards.

You see these again after two to three cards because by default you are only holding 5 grade 0 cards in your hand. If you don't like this, you can increase this setting in the config screen.

The fact that the same card is shown twice has been solved in the development version.
