Adjust beatgrid using keyboard/mouse on waveform

To copy one feature straight from deckadance, I propose functionality to adjust placement of the beatgrid with mouse. While we have a button to set this to current play position, a mouse shortcut would allow adjusting this while the track is playing.

I propose a keyboard and mouse shortcut to be added to move the beatgrid with mouse over the waveform. For example control + primary mouse button and drag might work fine.

See my other bugs for other waveform shortcuts, these should be planned in coordinated fashion to not create conflicting shortcuts in different branches.

Currently WWaveformViewer supports the following:

left-click: scratch
right-click: pitch bend

And these are not setup by the skin at all so we kind of have grandfathered permission to glob on random other crap :).

What about:
Modifier + left-click -- translate the grid
Modifier + mouse wheel -- scale the grid

So which modifier wouldn't be obnoxious? Shift? Shift-control?

There should be bindings for coarse and fine adjustment, like shift-click for large changes, and shift-control-click for extremely tiny changes for fine-tuning
