displaying the preferences dialog in full screen mode on WIN

in dlgpreferences.cpp and dlgbpmscheme.cpp.

I use mixxx version 1.10 on windows xp/7 OS.

It seems there are problem displaying the preferences dialogue in full screen mode.

I am not able to test this on WIN.

Here are my results on ubuntu.

* Unity & Gnome 2.3: the preference dialogue can be hidden by the main window. When you select the preferences from the menu bar it comes back to the top window
* Gnome 3.2: The preference window is always on top of the Main window.

I am not sure which behaviour I like more ....

Mac OSX:
*The preferences window can be hidden by the main window which resembles the behavior of many standard OSX apps.
*The preferences,BPM Editor and Track editor windows can be displayed in full screen mode

Windows7:
*The preferences window can be hidden by the main window.
*The preferences ,BPM and Track editor windows can NOT be displayed in full screen mode. They miss the MAXIMIZE control in the window decoration. This seems pretty common with Windows apps i checked, but i could see good use e.g.when working with the MIDI editor window in the preferences. You can go full screen by dragging the mouse handle in the lower right corner anyway.

OTOH i would suggest not to dictate that preferences windows have to stay on top.
