Loop in point cannot be at exact same point as Cue point

Bug Description

When I set a Cue point, if I then immediately hit "In" to set the start of a loop, it places the in point an arbitrary distance away. If I move the track maybe one sample forward or something, then hit "In", this doesn't happen.
The point is not always the same distance, and on a few rare occasions, this doesn't seem to happen.

The attached pic shows two tracks set to their Cue points. I snapped back to the Cue point, then on channel 2, hit "In", and that is where it decided to put the loop in point.

This also affects the Windows version, but if fixing it in the source fixes all versions, it shouldn't be a problem once the next stable version is released.
