Midi Learn: don't start learning automatically on incoming MIDI messages

Bug Description

Even though auto-starting learning is a nice feature it complicates mapping controls that require a Shift button being pressed:
* press & hold Shift
* pick the action you want to map
* (hold Shift)
* use controller to start learning

We should require users to explicitely press Learn to start listening for incoming MIDI.

The nice thing about learning automatically is that you can very quickly blast through a mapping with Click Wiggle Click Wiggle Click Wiggle. If there's a way we can keep that functionality it would be preferable.
