weird Effect tooltip behaviour

Bug Description
The effect tooltip of the effect selector is printed incompletely when hovered for first time.
Hover any other item that is not an effect selector, then hover that effect selector again to get the complete tooltip.
* hover over effect selector:
= incomplete tooltip
* hover any other widget that has a tooltip and
is not an effect selector
* hover over previous effect selector again
= complete tooltip
* hover over another effect selector:
= incomplete tooltip there
* hover over previous effect selector:
= tooltip is incomplete again
Only the effect selector tooltip is affected. Tooltips in the effect list are correct (except there are trailing blank lines no & then).
